Whirlpool Washer Agitator Not Working

My Whirlpool washing machine has two agitators, one on the base of the shaft, the other is on the shaft itself, the base agitator does what it is supposed to do, but the one that sits on top of that just spins freely and not at all when clothes are loaded, any suggestions on repairing this. Thank you.

On the 2 piece agitators there are little cogs referred to as "agitator dogs" that often wear out and need to be replaced. See:
