I'm afraid I don't know that, it would have to be put on a watt meter or calculated using the amperage draw and the voltage. An air conditioner should be on a dedicated circuit using a 15 amp time delay fuse.

There should be side curtains that fill any space on each side of the unit and also provide some support against the window frame. These usually get screwed to the window frame. There should also be an angle on top of the unit that rests against top window frame when closed against it. This is the main supporting mechanism but the unit should also be on a stable base.

That does not seem adequate to me (depending on the unit's actual design). The side louvers should be completely outdoors and not blocked at all. If those louvers are inside the room, your unit will be sucking in cool room and blowing it outside through the condenser. That defeats the purpose of keeping cool air inside and hot air outside.

A window air should be screwed to the window frame so there's no chance that it can fall out or be removed by accident (or intent). Also, if it is installed on a lower floor, poorly installed window air conditioners are an easy access point for burglars and home invaders.
Proper tilt (see picture below) is also required in its installation to allow for proper drainage.
