That symptom is usually caused by just a defective oven ignitor if there is no blockage of the gas ports on the burner. And yes it is possible (and common) for the ignitor to still glow but not get hot enough to ignite the gas.

You can see the replacement Ignitor for your range model linked at the very bottom of this message. That one is also commonly used on other Whirlpool and Roper ranges which use the same length of ignitor.
